The Ancestral Decree was created by Emperor Jarec in 1376 AE. The Ancestral Decree is a set of laws meant to preserve the Eldan blood within the high-ranking citizens of the Dominion. It set rules for marriage and breeding among carriers of Eldan blood. This decree put eugenics into practice, by using restricted breeding to keep the bloodlines undiluted. These laws are still active in the Dominion today.
